David Miller
David Miller serves as Vice President of Wood, Rolle & Associates . He has been with the firm in this capacity since 1991 and is a national expert regarding student achievement and assessment. He is a Professor of Research and Evaluation Methodology at the University of Florida. He is a former Chair of the Department of Educational Psychology. Dr. Miller has been active in education finance research for many years and reviews all the studies produced by the firm.
Dr. Miller received his Ph.D. from the University of California, Los Angeles in 1981. He has worked on an international study of mathematics achievement at the University of Illinois and directed the Kansas Competency Testing Program before he jointed the faculty at the University of Florida. He teaches graduate courses in research methods and psychometrics, and directs master's theses and dissertations in measurement. His research interests are in accountability systems, large-scale assessment, validity, and generalizability. He has produced a large number of scholarly studies in education research methodology as well as educational administration and policy journals regarding the financing of public elementary and secondary education.
Dr. Miller has published various scholarly journal articles and has presented his research to major scholarly and policy organizations over the years. He has served as an expert witness in numerous education finance constitutional challenges and has conducted a number of workshops regarding state and national student achievement data regarding the issues of financing public education. He has presented in the annual AEFA school finance litigation workshop for the past five years.
